David Kovel is a respected health care technology and operations leader.
Mr. Kovel brings deep expertise in the areas of technology architecture, information systems planning, strategic deployment of information technology, operational and business process improvement, application development and implementation, business sourcing services integration, organization development and change management.
A seasoned health care technology practitioner, Mr. Kovel has served as a senior executive for a number of health care and related organizations. He has acted as the interim CIO and senior technology leader for a number of SGP clients.
As a health care domain expert, Mr. Kovel blends an ability to see the big picture while maintaining his passion for the tactical details that ensure programmatic success.
Mr. Kovel earned his undergraduate degree from the University of Maryland and holds a Master of Information Systems Management from UMBC. He is a Certified Professional in Health Care Information and Management Systems (CPHIMS) and serves on the technology faculty at the Carey Business School of the Johns Hopkins University, teaching Carey MBA students.

Interim CIO for Independent Physician Solutions, the managed service organization for Sisters of Charity Health System in Cleveland, OH serving communities in Cleveland, Canton, and Columbia, SC. Independent Physician Solutions was a start-up organization that installed GE Centricity CPS practice management and electronic medical records. The organization supported installation and support for 90 employed and affiliated physicians. The engagement required organizational deployment, network and systems architecture design, project management, and system delivery services.
Served as program and project manager for EPIC Management’s installation of GE Centricity EMR for a 185 physician multi-specialty practice in Southern California. Managed development of full MSO model support organization, coordinated multiple installation teams, provided leadership for positive vendor-client relationships, developed business and technology models for extending infrastructures to physician organizations outside initial implementation.
Interim Information Technology leader for Capital Digestive Care, a 55 physician Gastroenterology and Pathology organization. Implemented and supported full IT architecture for central billing office and revenue cycle management, coordinated outsourced vendor relationships, managed migration to electronic prescribing for 14 practice locations, and installed patient portal services. Lead organization through enterprise EMR selection process, project management of implementation to follow.
Virtual Chief Information Officer for Colonial Healthcare, a third-party administrator of health claims. Installed Ingenix’s Powertrak application for largest worker’s compensation carrier in Maryland and integrated claims processing and multiple provider networks for Alliant Insurance and their clients.
